EPA Approves New Vehicle Pollution Limits for Transportation Planning in California’s San Joaquin Valley

Federal regulators have approved new vehicle-emissions limits that transportation planners across California’s San Joaquin Valley will have to consider when evaluating future transportation plans and projects.
The U.S. Environmental Protection Agency issued a final rule updating the San Joaquin Valley’s motor vehicle emissions budgets for nitrogen oxides and volatile organic compounds, two pollutants involved in the formation of ground-level ozone, commonly called smog.
The new budgets cover 2026, 2029 and 2031 and take effect October 14, 2026.
For drivers, the rule doesn’t create a new emissions test, vehicle fee or immediate restriction on where people can drive. Instead, it changes an important part of the regional planning process used to determine whether transportation plans are consistent with federal air-quality goals.
What Is a Motor Vehicle Emissions Budget?
Despite the word “budget,” this isn’t about government spending.
A motor vehicle emissions budget establishes the amount of pollution from cars, trucks and other on-road vehicles that can be included in an area’s air-quality plan for a particular pollutant and year.
The San Joaquin Valley budgets address nitrogen oxides, or NOx, and volatile organic compounds, or VOCs. Both contribute to the chemical reactions that produce ground-level ozone.
Under the federal Clean Air Act’s transportation-conformity requirements, regional transportation planning must be coordinated with air-quality planning.
That means metropolitan planning organizations must demonstrate that emissions associated with their transportation plans and programs stay within the applicable emissions budgets.
Why EPA Is Updating the Numbers
The change is primarily about using newer information to estimate pollution from vehicles.
California’s previously approved San Joaquin Valley budgets were based on an earlier vehicle-emissions model.
The updated budgets were developed using EMFAC2021, a newer California emissions model that estimates emissions from on-road vehicles using information about the vehicle fleet, travel activity, vehicle technology and other factors.
The California Air Resources Board developed the updated budgets and submitted them to EPA as a revision to California’s State Implementation Plan.
EPA has now determined that the updated budgets meet applicable Clean Air Act requirements and can replace the previously approved figures for the 2008 eight-hour ozone standard.
The San Joaquin Valley Has a Long-Running Ozone Problem
The rule matters because the San Joaquin Valley has faced persistent challenges meeting federal ozone standards.
The region includes a large portion of California’s Central Valley and contains major agricultural areas as well as growing cities and heavily traveled transportation corridors.
Ground-level ozone isn’t emitted directly from a tailpipe. Instead, it forms when pollutants including nitrogen oxides and volatile organic compounds react in sunlight.
Cars, trucks and other mobile sources contribute to those precursor emissions, although they’re not the only sources.
California’s State Implementation Plan describes the measures and strategies the state uses to work toward compliance with federal air-quality standards, and transportation emissions are one component of that larger plan.
What Changes for Transportation Projects?
The updated budgets will apply throughout the San Joaquin Valley.
Once the EPA rule takes effect, they will replace the existing approved motor vehicle emissions budgets for the 2008 eight-hour ozone standard that were calculated using an older emissions model.
Metropolitan planning organizations use these numbers when performing what’s known as a transportation conformity analysis.
In simple terms, planners must show that projected emissions associated with regional transportation plans and transportation improvement programs don’t exceed the applicable motor vehicle emissions budgets.
That makes the budgets relevant to long-term decisions involving highways, transit and other transportation investments, even though the rule itself doesn’t approve or cancel a particular road or transit project.
What Does This Mean for California Drivers?
For the average San Joaquin Valley resident, there is no immediate action to take.
The EPA rule doesn’t tell an individual driver to buy a different vehicle, impose a new smog-check requirement or establish a new consumer fee.
Instead, its effects occur largely behind the scenes as transportation and air-quality agencies evaluate whether regional transportation planning is consistent with California’s federally approved air-quality strategy.
Residents may eventually encounter the budgets indirectly when transportation agencies develop or revise long-range plans and transportation improvement programs.
The important consumer distinction is that EPA is changing the emissions assumptions and limits used in regional planning—not announcing a new rule governing an individual’s car.
The New Rule Takes Effect October 14
EPA originally proposed approving the updated San Joaquin Valley budgets in July 2026.
The agency has now finalized the action, with the new budgets taking effect October 14, 2026.
EPA says the updated figures satisfy Clean Air Act requirements, including provisions intended to prevent a State Implementation Plan revision from interfering with attainment of federal air-quality standards or other applicable requirements.

For San Joaquin Valley residents, the immediate impact may be difficult to see from behind the wheel. But for the agencies deciding how the region’s transportation system develops, the new pollution budgets become an important benchmark for determining whether future transportation plans remain compatible with federal ozone requirements.
