The Lithium-Ion Battery Rule That Could Change What You Keep in Your Garage

That eBike leaning beside the lawn mower, the electric scooter parked near the snowblower, and the spare battery sitting on a garage shelf could all fall under a major new safety proposal. The Consumer Product Safety Commission wants tougher requirements for lithium-ion batteries used in micromobility products, including eBikes, eScooters, electric skateboards, hoverboards, electric unicycles, replacement battery packs, conversion kits, and aftermarket chargers.
The proposal does not tell homeowners to empty their garages or throw out every battery-powered gadget with dramatic flair. Instead, it targets how manufacturers design, test, label, and sell these products because a battery fire can turn an ordinary storage area into a serious hazard surprisingly quickly. The proposal also offers a useful reminder for anyone with rechargeable equipment at home: the battery may look like a simple black box, but inside, a lot of chemistry waits for very little patience.
The Proposal Targets More than Just the eBike Itself
The CPSC published the proposed rule on June 24, 2026, and the proposal remains just that, a proposal. The agency opened a public comment period that runs through August 24, 2026, so the final requirements could change before they take effect. If the CPSC finalizes the rule, products manufactured after a proposed 180-day transition period would need to meet the new requirements.
The scope reaches well beyond a complete eBike purchased from a retailer. The proposal covers the electrical systems inside micromobility products, user-replaceable lithium-ion battery packs sold separately, eBike conversion-kit components, and aftermarket battery chargers. In practical terms, that means a replacement battery or a charger bought separately could face its own safety requirements rather than simply riding along under the original product’s rules. The proposal also addresses personal eMobility products such as electric scooters, self-balancing scooters, electric skateboards, electric unicycles, and hybrids. It does not create a blanket rule for every lithium-ion battery in a garage, so a cordless drill, laptop, or electric car does not automatically fall into this proposal’s scope.
Thermal Runaway Explains Why the Garage Matters
The central concern involves thermal runaway, a self-sustaining chemical reaction inside a lithium-ion cell that generates intense heat and can ignite flammable electrolyte. Once one cell fails, the heat can spread to neighboring cells, creating a chain reaction inside a battery pack. The result can include fire, explosions, hot gas, smoke, burns, and the ejection of flaming material.
That scenario becomes especially concerning in a garage, where a battery may sit near cardboard boxes, gasoline, propane, paint, furniture, or other wonderfully combustible clutter. The CPSC’s proposal identifies 227 unique incidents from 2019 through 2023 involving lithium-ion batteries in micromobility products, including 39 fatalities and 181 injuries. The agency also found that charging played a major role in many multiple-victim incidents, which makes the familiar routine of plugging in a scooter beside a pile of stored belongings worth a second look.
The New Requirements Focus on Tampering, Charging, and Bad Chargers
One of the proposal’s most practical changes would make certain battery enclosures harder to open with ordinary household tools. The proposed requirements would limit consumer access to battery cells and call for methods such as ultrasonic welding, suitable adhesives, or tamper-proof or single-use screws. That approach targets a real-world problem: a battery pack that looks repairable may contain cells and wiring that require specialized equipment and knowledge.
The proposal also adds testing for situations that can happen when the wrong charger enters the picture, including reverse polarity. It would require safety features that prevent charging under certain dangerous temperature conditions, and it would require aftermarket chargers to identify the specific micromobility product or model they should charge. For homeowners, the practical lesson feels refreshingly unglamorous: the cheapest replacement charger online may not qualify as a bargain if it does not match the battery system.
Labels Could Become Much Harder to Ignore
The proposed rule would also put more safety information directly on products and batteries. Proposed warnings address fire risks, electric shock, homemade or modified batteries, safe charging, and the need to allow an eBike to cool after use before charging. A battery enclosure could also carry a warning telling consumers not to open, disassemble, or repair components that the manufacturer does not intend consumers to replace.
That matters because instructions tend to lose a battle against real life. Someone gets home from a long ride, rolls the eBike into the garage, plugs it in, and walks away to make dinner. The proposal specifically considers warnings about cooling before charging, storage, water exposure, and proper handling of removable battery packs, giving manufacturers less room to hide important safety advice inside a tiny manual that disappears beneath a pile of receipts.
What Homeowners Should Do Before Any Final Rule Arrives
The proposed rule would regulate manufacturers and other businesses, not turn ordinary homeowners into accidental federal compliance officers. Still, the proposal offers a handy checklist for garage safety right now. Use the charger designed for the specific product, avoid homemade or visibly damaged battery packs, and stop treating a battery that has suffered serious damage as if it simply needs a little encouragement.
Charging location also deserves attention. Keep charging equipment away from gasoline, propane, cardboard, and other easily ignited materials, and follow the product’s instructions about temperature, water exposure, and storage. A damaged battery that swells, leaks, smokes, smells unusual, or becomes unusually hot deserves immediate caution, not a heroic garage experiment with a screwdriver and a YouTube tutorial. The proposed rule cannot eliminate every battery hazard, but it could push safer design, clearer warnings, and better testing into more products before they reach the garage door.
The Garage May Become the First Place to Notice the Change
The biggest takeaway involves timing: nothing in this June 2026 proposal instantly bans an existing eBike or scooter sitting in a garage. The CPSC still must review public comments and decide whether to issue a final rule, and the agency proposed a 180-day period after publication of a final rule before covered products manufactured afterward would need to comply.
If the proposal becomes final, shoppers may eventually see changes in battery construction, charger labeling, safety warnings, testing, and the availability of certain replacement parts. For homeowners, the smartest move involves less panic and more attention to the gear already sitting near the lawn tools. A battery-powered ride should not become the most interesting thing in the garage for the wrong reason.
