I think that makes a lot of sense, and is actually something the government could really get behind. They could even limit the deduction to, say, the first $500 or $1000 to discourage abuse of the deduction. I also agree with #5, although I don't know how you can practically put it into practice. Anytime someone with children or a family is working towards a valuable 4 year degree (within a reasonable amount of time) the welfare and aid they are getting is a good investment in America.
